미제국주의놈들은 1953년 7/27일 조선공화국과의 전쟁에서 완패를 인정하고 정전협정을 맺었다. 그 정전협정문에는 3개월 후에 종전협정을 하기로 하였다. 그러나 3개월 후 미제국주의놈들은 그 정전협정을 발기 발기 찢어버렸다. 계속 전쟁을 하자는 것이였다. 4년 후 미제놈들은 1957년 6월 21일 판문점에서 정전협정 제13조 ㄹ항의 "조선[한]반도 외부에서 군용 항공기와 장갑차량, 무기, 탄약을 추가로 도입하는 것을 금지한다"라는 항목을 폐기한다고 선언하였다. 이미 제들이 찢어버린 ‘정전협정'을 또 찢어버렸다. 곧이어 그해 12월부터 1958년 1월 초까지 전술핵과 전술핵을 발사하는데 필요한 280mm M65 핵대포와 최대 사거리 40km의 아니스트 존(Honest John) 지대지 로켓, 마타도어 크루즈 미사일을 장비한 제588 전술미사일단(the 588th Tactical Missile Group)을 남조선에 들여놓았다. 그 당시로는 세계최대의 핵무기이였다.  또 한번 조선공화국을 ‘구석기시대' 로 돌려놓겠다고 작심한 것이였다.  호시탐탐 조선을 집어먹을려고 ‘푸에블로 간첩선사건(1968/1월), 간첩정찰기 EC121사건(1969/ 4월)을 연달아 터뜨렸다.  푸에블로호는 보기좋게 조선의 낚시바늘에 걸렸다. EC121기는 조선령공에 들어오자마자 SOS 한 줄도 못날리고 황천객이 되었다.  그후 오늘까지 미제국주의놈들은 감히 조선령공이나 해상, 륙지는 넘볼 생각도 못하고있다. 그러다나니 외부에서 문을 걸어잠그고 ‘고립, 압살, 말라비틀어죽이기' 만 하고 있다.  화성12호, 13호, 16호 맛을 보며 움찔하더니 2017/11/29일 화성 15호 맛을 보고는 ‘경기'를 하고 있다.  감히 조선을 상대로 전쟁은 꿈도 못 꾸고 있고 그저 하는 짓이 ‘제재, 말라비틀어 죽이기' 만하다가 조선의 '자력갱생'으로 얻어터지기만 하다나니 조선에서 온갖 더럽고 입에 담지 못할 범죄를 저지르고 도망간 ‘짐승’들을 앞세워 ‘인권' 타령을 하고 있는 것이다. 미제국주의놈들은 그들의 졸개가 되어버린 유엔을 통해 ‘조선공화국 죽이기’에 여적 눈이 시뻘개져있다. // 

일주일 전 조선민주주의인민공화국 유엔대표선생이 미제국주의놈들과 그 패당들이 조선공화국을 음해하여 만든 적반하장의 결의문을 까부시는 연설을 하였다.  //

의장선생,

조선민주주의인민공화국 대표단은 《결의안》《조선민주주의인민공화국의 인권상황》(A/C.3/75/L.30)을 진정한 인권보호증진과는 인연이 없는 정치모략문서로 전면배격합니다.

EU가 해마다 벌려놓고있는 《결의안》상정 및 강압채택놀음은 반공화국적대시 정책의 연장으로서 그 무슨 《인권문제》를 구실로 우리 제도를 와해전복시키려는 용납못할 도발행위입니다.

적대세력들의 각본에 《탈북자》쓰레기들의 거짓날조자료를 짜맞추어 꾸며낸 《결의안》은 우리 공화국에 대한 케케묵은 비난을 되풀이한 정치적악담들로 일관되여있으며 론의할 일고의 가치도 없습니다.

자기 고향에서 죄를 짓고 부모처자마저 버리고 달아난 범죄자들이 진실을 말할수 없다는것은 삼척동자도 능히 알수 있는 단순한 리치입니다.

《결의안》주발기국은 이런 쓰레기들의 《증언》을 불순한 반공화국책동에 리용하는 놀음을 당장 걷어치워야 합니다.

현시기 세계적으로 가장 엄중시되고 선차적으로 해결되여야 할 긴박한 문제는 서방나라들에 만연하는 인종주의와 인종차별, 타민족배척, 피난민위기와 같은 각종 인권유린행위들입니다.

지난 세기 일본이 감행한 840만명 조선인강제련행, 100만명 대학살, 20만명 군성노예와 같은 특대형반인륜범죄행위도 마땅히 국제사회의 준엄한 심판을 받아야

합니다.

일본당국은 반인륜범죄에는 시효가 없다는것을 자각하고 피로 얼룩진 과거를 성근하게 인정, 반성, 청산함으로써 특대형인권유린전범국의 오명을 하루빨리 벗어야 할것입니다.

의장선생,

인민대중제일주의가 국가정책의 초석이 되여 인민사랑의 정치가 펼쳐지는 우리 공화국에서는 인민의 리익이 최우선, 절대시되고 모든것이 인민을 위하여 복무하고있습니다.

다시한번 명백히 밝히지만 우리 나라에는 《결의안》에 렬거된 그 어떤 《인권유린》도 존재하지 않으며 법률실천적으로 존재할수도 없습니다.

우리는 국제인권분야에서 대화와 협력은 환영하지만 우리 국가의 현실을 완전히 외면하고 인권을 불순한 정치적목적에 도용하려는 그 어떤 시도나 행위도 절대로 묵과하지 않을것이며 《결의안》상정과 같은 대결에는 언제나 강경대응할것입니다.

우리는 앞으로도 우리 인민의 참다운 인권과 기본자유를 확고히 담보해주는 우리 식 사회주의제도를 굳건히 수호할것입니다.

우리 대표단은 반공화국 정치군사적대결의 산물인 《결의안》을 다시금 단호히 전면배격하며 표결에 붙일 타당성도 필요도 없다고 봅니다.

끝으로 우리 대표단은 모든 성원국들이 인권의 정치화, 선택성, 이중기준을 반대하는 원칙적립장으로부터 출발하여 《결의안》일치합의에 대한 불참립장을 밝히는것으로 《결의안》강압채택을 반대할것을 호소합니다.

Statement by H.E. Mr. Kim Song, Ambassador\and Permanent Representative

of the Democratic People’s Republic of Korea to the United Nations

during discussion on the “draft resolution” entiled “Situation of the human rights in the Democratic People’s Republic of Korea” (A/C.3/75/L.30)

at the Third Committee of the 75th session of the UN General Assembly

(New York, 18 November 2020)

Madam Chair,

The DPRK delegation categorically rejects the “draft resolution” entitled “Situation of human rights in the Democratic People’s Republic of Korea” contained in document A/C.3/75/L.30 as a document of political plot that has nothing to do with the promotion\and protection of genuine human rights.

The submission\and forcible adoption of the "draft resolution" pursued by the European\union (EU) every year in continuation of a hostile policy against the DPRK represents an intolerable provocation aimed at undermining\and overthrowing our system under the pretext of “human rights issues”.

The “draft resolution” framed with a patchwork of the written by the hostile

forces\and the false\and fabricated information cooked up by the human scum “defectors” runs through political invectives harping on the hackneyed accusations against the DPRK,\and therefore, it does not deserve any consideration at all.

It is a simple logic to be understood by everyone that no truth can be heardrom those criminals who committed crimes in their homeland\and defected, abandoning even their parents, wives\and children.

The main sponsor of the “draft resolution” should immediately stop playing the farce of using “testimonies” of those scums in their sinister maneuvers against the DPRK.

At present, the most serious\and pressing issues to be addressed in the world are the human rights violations of various kinds widespread in the western countries, such as racism, racial discrimination, xenophobia\and refugee crisis.

The extra-large crimes against humanity including 8.4 million forcible drafting, 1 million genocidal killings\and 200,000 military sexual slavery that Japan had committed against the Koreans in the last century should be duly brought to stern judgement by the international community.

Japanese authorities must be aware that there are no statutory\limitations for these crimes against humanity\and honestly acknowledge, reflect on\and liquidate their blood-stained past, thus getting rid of the disgraceful stigma as war criminal state with A-class human rights violations.

Madam Chair,

In the DPRK,\where people-first principle constitutes a cornerstone of the state policy\and the politics of loving people are put into practice, the people’s interests are given the highest\and absolute priority\and everything is placed at the service of the people.

We make it clear once again that none of the "human rights violations" referred to in the "draft resolution" exists in the DPRK, nor can they exist in legal\and practical terms.

We welcome dialogue\and cooperation in the international human rights field, but we will never tolerate any attempt\or act to abuse human rights for ulterior political purposes in complete disregard of the reality of our country,\and we will always strongly respond to such confrontational approach as tabling the “draft resolution”.

We will, in the future, too, firmly defend our style socialism that fully guarantees genuine human rights\and fundamental freedoms of our people.

My delegation once again resolutely\and totally rejects the “draft resolution” which is nothing but the product of anti-DPRK political\and military confrontation\and accordingly, does not feel any need to call for a voting.

In conclusion, the DPRK delegation calls upon all member states to oppose the forcible adoption of the “draft resolution” by expressing position of disassociating themselvesrom the consensus of the “draft resolution”, proceedingrom the principled position of rejecting politicization,\selectivity\and double standards of human rights.
