(재카나다동포전국련합회)

지난 10월12일 유엔총회 제73차회의 6위원회(법률) 회의 안건《유엔헌장 및 기구역할강화에 관한 특별위원회보고서》토의가 있었다.

 조선민주주의인민공화국 대표단은 유엔헌장 및 기구역할강화와 관련한 특별위원회의 보고서에 류의하면서 본 회의안건과 관련한 원칙적립장을 천명하였다.

조선민주주의인민공화국 유엔상주대표는  6위원회(법률) 회의 안건《유엔헌장 및 기구역할강화에 관한 특별위원회보고서》토의에서, "유엔안전보장리사회가 조선반도에 도래하고있는 귀중한 평화기류에 회답을 하지않고 아직까지 외면하고있는것은 결코 정상이 아니며, 조선민주주의인민공화국이 핵시험과 로케트시험발사를 중단한지 1년남짓이 되어 오지만 유엔안전보장리사회는  일부 성원국들의 요구에도 불구하고 《제재결의》들을 해제하거나 완화하지 않고 유엔안보리의 본분을 잃은 행동을 하고있다." 라며, 유엔의 흐리멍텅한 행동에 대해 따끔하게 일침을 놓았다.

 이어 남조선주둔《유엔군사령부》는 유엔헌장의 목적에 하나도 부합되지 않을뿐더러 임의의 유엔활동과 계획의 견지에서나 그에 대한 지휘통제와 유지관리의 견지에서나 유엔과는 아무런 관계도 없는 허깨비군대 이다.  코피 아난 전 유엔사무총장도 인정했고 다른 유엔고위관리들도 “남조선주둔 《유엔군사령부》는 그 지휘권이 미국에 있는것으로서 유엔의 산하기관도 아니며 유엔예산지출대상도 아니다“ 라는것을 명백히 밝힌 바 있는데도 유엔이 본연의 임무를 수행하지 않은 것에 대해 질타를 하였다.

의장선생,

조선민주주의인민공화국 대표단은 유엔헌장 및 기구역할강화와 관련한 특별위원회의 보고서에 류의하면서 본 회의안건과 관련한 원칙적립장을 천명하려고 합니다.

첫째로, 유엔이 유엔헌장의 목적과 원칙에 부합되게 자기의 사명을 원만히 수행하여야 합니다.

유엔이 창립된지 70년이 넘었지만 아직까지 유엔헌장의 목적과 원칙들이 공공연히 무시되고있는것으로 하여 유엔헌장을 철저히 준수하고 기구의 역할을 더욱 강화하는것은 매우 절실한 문제로 나서고있습니다.

이와 관련하여 유엔안전보장리사회가 유엔헌장에 명시된 목적과 원칙들을 엄격히 준수하는것이 대단히 중요합니다.

조선반도의 긴장상태에 대하여 그처럼 《우려》를 표명하기 좋아하던 유엔안전보장리사회가 조선반도에 도래하고있는 귀중한 평화기류에 대하여 아직까지 외면하고있는것은 결코 정상이라고 말할수 없습니다.

조선민주주의인민공화국이 핵시험과 로케트시험발사를 중단한지 1년남짓이 되여오지만 유엔안전보장리사회는  일부 성원국들의 요구에도 불구하고 《제재결의》들을 해제하거나 완화하지 않고있습니다.

이와 관련하여 조선민주주의인민공화국 대표단은 《제재는 인도주의적상황과 안보리사회의 요구사항들에 대한 해당 국가의 수행정도에 따라 철회 혹은 조절할 목적으로 주기적으로 검토되여야 한다. 》고 규제한 총회결의 A/RES/64/115에 주의를 환기시키는 바입니다.      

둘째로, 긴장완화와 평화에로 나아가는 조선반도의 정세발전에 부합되게 남조선주둔 《유엔군사령부》를 하루빨리 해체하여야 합니다.

남조선주둔《유엔군사령부》는 유엔헌장의 목적에 배치되게 유엔의 이름만을 도용하였을뿐 임의의 유엔활동과 계획의 견지에서나 그에 대한 지휘통제와 유지관리의 견지에서나 유엔과는 아무런 관계도 없는 유령조직입니다.

코피 아난 전 유엔사무총장과 다른 유엔고위관리들은 남조선주둔 《유엔군사령부》는 그 지휘권이 미국에 있는것으로서 유엔의 산하기관도 아니며 유엔예산지출대상도 아니라는것을 명백히 하였습니다.

뿐만아니라 유엔안보리사회의 일부 성원국들도 남조선주둔 《유엔군사령부》는 랭전시대의 산물이며 유엔이 마치도 북남화해와 단합을 가로막는것처럼 보이는 비정상적인 현상을 초래하고있다는 립장을 표명하였습니다.

1975년 유엔총회 제30차회의 전원회의에서는 유엔성원국들의 한결같은 총의에 따라 남조선주둔 《유엔군사령부》를 해체하고 모든 미군무력을 철수함으로써 조선반도의 평화와 안전을 보장할데 대한 결의가 채택되였습니다.

조선반도의 긍정적인 정세변화에 부합되게 그리고 유엔총회 제 30차회의결의에 따라 아무런 국제법적명분도 없는 남조선주둔 《유엔군사령부》를 지체없이 해체하여야 합니다.

조선민주주의인민공화국 대표단은 유엔의 역할을 강화하기 위하여 다른 나라들이 기울이고있는 노력을 평가하면서 본 회의가 실질적인 결과가 있는 회의로 결속되도록 모든 노력을 다할것입니다.

Mr. Chair,

The DPRK delegation takes note of the report of the Special Committee on the Charter of the United Nations and on the Strengthening of the Role of the Organization and hereby states its principled position on the current agenda item.

Firstly, the United Nations should fully discharge its mandate in conformity with the purposes and principles of the UN Charter.

Although over 70 years have passed since the foundation of the UN, the purposes and principles of the UN Charter are still openly disregarded.

Accordingly, full observance of the UN Charter and further strengthening of the role of the Organization are more pressing than ever.

In this context, what is of paramount importance is that the UN Security Council should act strictly in line with the purposes and principles enshrined in the UN Charter.

It is abnormal that the UN Security Council, which was so eager to express “concerns” about the tense situation in the Korean peninsula, keeps silence over the current, positive trend for peace occurring in the Korean peninsula up to now.

Even over one year after the DPRK discontinued nuclear tests and rocket test launches, the UNSC has yet to lift or relax its “sanctions resolutions” by turning a blind eye to requirement of some member states of the UNSC.

In this regard, my delegation draws your attention to the resolution A/RES/64/115 which stipulates that sanctions should be periodically reviewed with a view to lifting them or not, or to adjusting them, taking into account the humanitarian situation and depending on the fulfillment by the target state and other parties of the requirements of the Security Council.

Secondly, the “UN Command” in south Korea should be dismantled at an earliest possible date in conformity with the developments on the Korean peninsula towards détente and peace.

The “UN Command” in south Korea is a monster-like organization as it misuses the UN by its name as opposed to the purposes set out in the UN Charter. In fact, it has nothing to do with the UN in view of any UN's activities and programs and of its commandership or sustenance. 

H.E. Mr. Kofi Annan, the former Secretary-General and other high-ranking officials of the UN made clear that the “UN Command” is neither affiliated with the UN nor budgeted for by the UN as the commandership of the “UN Command” in south Korea rests with the US.

In addition, some member states of the UNSC expressed positions that the “UN Command” in south Korea, a fall-out from the Cold War era, has even created an abnormal circumstance in which the UN looks as if it stood in the way of the current inter-Korean reconciliation and unity. 

It is noteworthy that in reflection of the unanimous will of the UN member states, a plenary meeting of the 30th Session of the UN General Assembly held in 1975 adopted a resolution calling for dismantling the “UN Command” in south Korea and withdrawing all US troops in such a way to ensure peace and security on the Korean peninsula.

All in all, the “UN Command” in south Korea has no international legal justification and accordingly, should be promptly dismantled in conformity with the positive developments on the Korean peninsula and the resolution of the 30^th Session of the UN General Assembly.

The DPRK delegation hereby speaks highly of efforts made by other countries to strengthen the role of the Organization and assures of every possible effort to make this session successful with a tangible outcome.
