의장선생,

 

우리 대표단은 먼저 당신이 유엔총회 제72차회의 2위원회 의장직을 맡게 된것을 축하하면서 본 회의가 당신의 능숙한 사회밑에 훌륭한 결실을 맺게 되리라는 확신을 표시합니다.

 

아울러 유엔주재 에꽈도르대표가 77개집단을 대표하여 한 연설에 대한 지지를 표명합니다.

 

의장선생,

 

2년전 유엔무대에서 2030년 지속개발목표가 설정된것은 전 세계적범위에서 빈궁을 종국적으로 청산하고 인류공동의 발전과 번영을 실현하기 위한 투쟁을 추동하는데서 중요한 계기로 되였습니다.

 

지난 2년간 국제사회가 벌려온 지속개발목표리행과정은 오늘날의 복잡다단한 국제정세속에서 지속개발목표를 전면적으로 실천하는 문제에 보다 큰 관심을 돌리고 집단적이고도 실천적인 대응을 할것을 요구하고있습니다.

 

이러한 견지에서 지난 7월에 진행된 지속개발에 관한 유엔고위급정치연단은 지속개발목표설정의 의의를 재확인하고 그 실천에로 국제사회의 노력을 지향시켜 나가는데서 중요한 의의를 가집니다.

 

의장선생,

 

지속개발의 근본기초평화적환경을 마련하는것은 지속개발목표의 전면적인 실현과 관련되는 관건적인 문제입니다.

 

평화와 발전은 인권과 더불어 유엔이 내세운 3대목표들에 속하며 그 중에서도 특히 평화는 가장 중요한 자리를 차지합니다.

 

국제사회가 한결같이 인정하다싶이 평화를 떠난 발전이란 있을수 없으며 평화로운 환경을 떠난 나라의 발전과 번영은  결코 생각할수 없습니다.

 

유엔헌장에도 명백히 규제되여 있는바와 같이 평화와 발전은 매개 유엔성원국들 의 합법적권리이며 그 어느 나라도 이것을 가로막을 권리가 없습니다.

 

그러나 오늘날 일개 국가에 의하여 세계평화와 안전이 엄중히 파괴되고 지속개발목표를 실현하는 길에 엄중한 난관이 조성되고있습니다.

 

미국은 《반테로전》과 《인권》, 《민주주의》라는 기만적인 간판을 들고 주권국가들을 목표로 하는 《제도전복》책동을 서슴지 않고 계속 벌려놓고있습니다.

 

헤아릴수 없는 수의 민간인들이 《제도전복》의 희생물이 되고 수백만의 피난민 대렬이 대양건너 살길을 찾아 끊임없이 류랑하고있는 현실이 지속되고있습니다.

 

오늘 조선반도에서 미국은 온갖 핵전략자산들을 끌어들여 《제도전복》을 위한 합동군사연습을 끊임없이 벌려놓는 한편 불법비법의 《제재결의》리행을 운운하며 경제봉쇄를 통해 평화적인 인민생활부문과 인도주의협조까지 차단시키려고 발악적 으로 책동하고있습니다.

 

전 세계적판도에서 계속되는 미국의 이러한 책동은 단 한개 나라도 뒤떨어지지 않고 공동의 발전과 번영을 이룩할것을 지향하는 지속개발목표의 근본정신에 대한 로골적인 도전으로 됩니다.

 

지속개발목표들중의 하나로 지목된 기후변화문제에서도 미국이 국제사회의 지향 과 념원에 도전하면서 빠리협정에서 탈퇴한것은 지속개발목표에 대한 미국의 부정적인 태도를 명백히 보여주고있습니다.

 

인류의 복리증진을 위하여 내세운 지속개발목표들을 실현하자면 무엇보다 발전도상나라들을 목표로 강요되고있는 《제재》와 같은 강압적인 조치들과 현대 문명을 파괴하고 세상을 중세기적인 암흑세계로 되돌려 세우려는 미국의 반인륜, 반문명행위를 즉시 종식시켜야 할것입니다.

 

동시에 지속개발목표리행을 위한 사업은 현 국제금융 및 무역체계에서 소수 특정국가들이 차지하고있는 독점적지위를 허물고 신흥경제국들을 비롯한 발전도상 나라들의 대표권을 충분히 보장하도록 하는 원칙에서 평등하고 공정한 새로운 국제경제관계를 수립하기 위한 과정으로 추진되여야 합니다.

 

의장선생,

 

오늘 조선민주주의인민공화국에서는 경애하는 최고령도자 김정은동지의 현명한 령도밑에 자력자강의 위력으로 나라의 경제전반을 활성화하고 경제를 지속적으로 발전시켜나가기 위한 국가경제발전 5개년전략목표수행을 위한 투쟁이 힘있게 벌어지고있습니다.

 

미국이 국가의 생존권과 발전권을 말살하려고 력사상 그 류례를 찾아볼수 없는 핵위협공갈과 경제제, 봉쇄책동에 매여 달리고지만 이것은 우리를 더욱 더 각성분발시키고있습니다.

 

우리 인민은 핵무력건설과 경제건설의 병진로선을 높이 받들고 자신의 막강한 군사력으로 평화로운 환경을 마련하며 자력자강의 힘으로 사회주의강국건설을 위해 더욱 힘차게 전진해나갈것입니다.

 

 

 

우리 공화국정부는 앞으로도 낡은 국제질서를 마스고 정의와 평등, 공정성에 기초한 새로운 국제경제관계를 수립하기 위하여 적극 노력할것이며 지속개발목표를 달성하기 위한 국제적인 노력에 적극 이바지해 나갈것입니다.

Mr. President,

 

At the outset, please allow me to congratulate you on behalf of my delegation for being elected as the President of the 2nd committee of UNGA 72nd Session. I express my confidence that under your able leadership, we will have a successful outcome of this session.

 

 

 

At the same time, I would like to support the statement made by H.E. Mr. Diego Fernando Morejon Pazmino, Permanent Representative of the Ecuador to the UN, in his capacity as the Chair of the G77.

 

 

 

Mr. President,

 

Two years ago,2030 Sustainable Development Goals” were adopted at the United Nations. This marked an important turn in thoroughly eliminating poverty on a global level and in encouraging the struggle for the development and prosperity of humankind.

 

 

 

The last 2 years’ efforts of the international society for achieving sustainable development goals require to pay more attention in fully implementing the sustainable development goals in such a complicated situation and to make collective and practical responses.

 

 

 

In this respect, UN High-level Political Forum on Sustainable Development held in July last year had important significance in reconfirming the importance of setting the sustainable development goals and in encouraging the international society to implement these goals.

 

 

 

Mr. President,

 

The creation of peaceful environment, the fundamental base for the sustained development, is a matter of critical importance in achieving the sustainable development goals in a comprehensive way.

 

 

 

Peace, development and human rights are the three main goals put forward by the Unite Nations and among them peace is the one with primary importance.

 

 

 

As the international society unanimously agrees, one cannot think of development apart from peace and one cannot hope to achieve national development and prosperity with absence of peaceful environment.

 

 

 

As the UN Charter clearly statespeace and development are the legitimate rights of the UN member states and no state has the right to deny this.

 

 

 

However, today, to the fault of a specific country, the global peace and security is gravely violated, creating serious challenges along the road to accomplishment of the sustainable development goals.

 

 

 

Under the deceptive signboard of “war on terrorism”, “human rights” and “democracy”, the U.S. continues to seek regime changes in sovereign countries without any hesitation.

 

 

 

Innumerable citizens have fallen victims to such “regime changes” and millions of refugees are fleeing across the ocean, wandering abroad hoping to find a way to make a living. This is a reality that continues even at this very moment.

 

 

 

Today, the U.S. has deployed all kinds of its nuclear strategic assets to the Korean peninsula and is conducting endless joint military drills aimed at the “regime change” in our country.

 

 

 

On the other hand it is making a frantic attempt to completely block our peaceful economy for people’s everyday lives and humanitarian cooperation by putting an economic blockade on our country, while jabbering about implementation of illegal and unjustifiable “sanctions resolutions”.

 

 

 

 

 

Such actions of the U.S. that are rampant worldwide are open challenge to the fundamental sprit of the sustained development goals that seek common development and prosperity of all countries without any prejudice against a particular country.

 

 

 

The U.S. even withdrew from the Paris Convention on climate change which is one of the sustainable development goals in a direct challenge to the desire and will of the international society. This illustrates the negative stand of the U.S. towards the sustainable development goals.

 

 

 

To achieve the sustainable development goals, set to promote the well-being of the humankind, first, we should immediately obliterate the high-handed measures of the U.S. including the sanctions imposed on the developing countries and promptly terminate the U.S. measures against humanity and civilization that are trying to destroy modern civilization and to plunge this world into the medieval darkness.

 

 

 

At the same time, the implementation of these goals should be the process of destroying the monopolistic position of the few specific countries in international monetary and trade system and of establishing the equal, fair and new international economic relations on the principle of fully ensuring the representative rights of developing countries including the newly emerging economic powers.

 

 

 

Mr. President,

 

Today, in the DPRK, under the wise leadership of the Respected Supreme Leader Comrade Kim Jong Un, vigorous advance is being made in accomplishing the 5-year plan for national economic development, the goal of which is to vitalize the overall national economy and to achieve sustainable development with the might of self-reliance and self-development.

 

 

 

The U.S. is clinging to unprecedented nuclear threats and blackmail, economic sanctions and blockade to deny our rights to existence and development but they only result in our sharper vigilance and greater courage.

 

 

 

Our people will continue to uphold the line of simultaneous development of the state nuclear force and the economy, create peaceful environment with its omnipotent military forces and advance more and more vigorously along the road of building the socialist power by dint of the spirit of self-reliance and self-development.

 

 

 

The DPRK government will in the future, too, exert great efforts to abolish the old international order and to establish the new international economic relations based on justice, equality and impartiality and also make active contributions to international efforts to accomplish the sustainable development goals.
